Release and bootstrap documentation moved

User-facing stable installation, update, and rollback policy is now documented in Stable bootstrap, update, and rollback.

For the normal latest-stable bootstrap command, go directly to the guide for your supported platform:

• Windows / PowerShell 7
• Linux or macOS / Bash

Maintainer publication and post-publication verification procedure is documented separately in Stable release publication and verification.
